Option to rearrange shipping & payment in RD forms

We can upfront payment from the customer before shipping. Currently, if we enable both shipping & Payment the shipping option is listed before payment by default, and we cannot change it. We want our customers to be able to make the payment first & then proceed with generating the shipping label.
