Make “Charge Shipment Cost to Customer” Default to 'No' in Outbound Labels for ShipStation

While creating an outbound shipping label, there is a prompt stating: “Do you want to charge the shipment cost to the customer?”. By default, this option is set to Yes.

We need the default value be changed to No by default, so we can manually switch it to Yes only when we want to charge the customer for the shipment.
