Enable Dynamic Input for Repair Custom Fields.

Currently, when searching for a physical location in the system that does not exist in the dropdown list, users are given the option to add a new location on the fly. The same feature should be present for Repair Custom Fields. Specifically, if a value that is needed for a repair custom field does not exist in the dropdown, users should be able to add it dynamically on the go.
