Add Controls for Pre/Post Image Deletion

This is a formal request to introduce controls to restrict employees from deleting pre/post images:

Either add a dedicated checkbox in role permissions to control which roles can delete pre/post images, or require an Admin PIN to authorize any deletion of these images.

Note: The existing checkbox in role permissions only applies to general ticket attachments and does not cover pre/post images.
